GIMP
The GIMP (GNU Image Manipulation Program) is a free Photoshop clone. It is a freely distributed program for such tasks as photo retouching, image composition and image authoring. The terms of usage and rules about copying are clearly listed in the GNU General Public License.
GIMP is available for Microsoft Windows, UNIX/X-Windows and MacOSX.

ImageMagick
ImageMagick is a free software suite to create, edit, and compose bitmap images. It can read, convert and write images in a variety of formats (over 100) including DPX, EXR, GIF, JPEG, JPEG-2000, PDF, PhotoCD, PNG, Postscript, SVG, and TIFF. Use ImageMagick to translate, flip, mirror, rotate, scale, shear and transform images, adjust image colors, apply various special effects, or draw text, lines, polygons, ellipses and Bézier curves.
ImageMagick is available for Microsoft Windows (except Win95), MacOSX, Linux, Solaris and FreeBSD.
Ez Thumbnails
Easy Thumbnails is a popular Freeware Thumbnail utility by Fookes Software (makers of the NoteTab line of HTML editors) in Charmey, Switzerland. EzThumbs creates accurate thumbnail images and scaled-down/up copies from a wide range of popular picture formats. This program can be used with our Sales Manager© product to create thumbnail images automatically each time you add a product image.
